5 Things I Was Never Told About Pregnancy ? Live, Love, Leslie

I am four months pregnant with my first child. I?m one of four children and I have a huge family with dozens of cousins. Yet, somehow, in the midst of breeding rabbits I was never told some mysterious and ugly things about pregnancy. Here?s my list so far. I may follow up with more things as my pregnancy progresses.

1. Heightened Sense of Smell

The first thing that I noticed was my increased sense of smell. One would think, ?Oh yes, this would be nice to have so I can experience flavors and scents in all of their glory!? No. This is not what happens. What happened to me is that every unpleasant smell is magnified 10 times making it horrible, unbearable, and vomit worthy.

For example, I would be on the other side of the house and I could smell in the kitchen my husband, Mr J, pouring hot water onto dog food for our 15 year old dog so that she could better chew her chow. The second I smelled this ungodly concoction, I would jump up and down insisting he remove it from my presence immediately. Our poor aging pup, Peaches, had been banished to the front porch to eat her hot meal. Even with the door closed, I could smell the food, so we just stopped that and opted to buy soft food instead.

2. Bathroom Troubles

Perhaps, for good reason, I had never been told of this otherwise disgusting subject by my pregnant friends and family. One day, I found myself sitting on the commode, praying for relief, and then the next day I?m hoping that whatever goes in doesn?t splash violently back up. There isn?t enough fiber in the world to help what you?ve got going on in your bowels. Pregnancy pushes a gal into playing bowel movement roulette and I?m hoping I don?t lose the gamble for the day.

3. Emotional Roller Coaster Ride

I?m a pretty emotionally stable person. I usually opt for the sunny side of life and I like to think that I deal with life?s ups and downs with grace and poise. However, with pregnancy, I have discovered a whole new side of myself that can go from the Incredible Hulk type rage to Whinny The Pooh type softness.

In the car the other day, I was going along flipping through radio stations. I landed on a French commercial that just grated my nerves. I couldn?t stand the sound of the guy?s voice, which got me into ranting about how horrible French commercials are because of this strange breathy way they speak. Normally, I would never care to notice, nor comment, but this commercial just got me going from zero to sixty on the irritated scale with a rant on French commercial culture. No sooner than five minutes later, I hear Outkast?s ?Hey Ya!? on the radio and I?m tearing up, thinking of all the wonderful memories I had in college and with my friends at university.

4. Extreme Hunger and Cravings

Well, I had heard about cravings, like pickles and ice cream at two in the morning. My mom had pica during her pregnancy with my twin set of brothers. I didn?t realize that this hunger is a type of hunger I?ve never felt before. This type of hunger is specific. It?s like a ?If I don?t get something to eat right now ? and not just anything mind you, the most complicated, difficult thing to find right now ? then I was destroy a Japanese city like Godzilla!?

I remember I had to have Mexican food, but not just any Mexican food; a specific type of dish, with guacamole made just right, with spices that came from Mexico itself. We live in the French alps. Finding Mexican food isn?t nearly as simple as finding a taco joint in San Diego. I was beside myself with tears because I just had to have a fajita made just so or it would be the end of me and all humanity. Mr J, the fast actor, googled a Mexican restaurant in a neighboring village, got me in the car, and eating fajitas in record time. Let?s just say, he?s become an expert in food crisis management.

5. Slug Mode

I?m an active person. Reading, writing, working, managing my home and family. It?s all very natural for me to accomplish a lot in a short amount of time. Then, it seemed out of nowhere that there were days that my body was saying with a horrible sense of what felt like a hangover without any of the fun the night before, ?Hold it right there! You?re on house arrest!? I?ve heard family and friends say, ?Take it easy.? But I thought they meant, don?t go 100 miles an hour, instead go 50 miles an hour. I found myself going nowhere fast thanks to the nausea.

Just walking my dogs around the neighborhood was out of the question. Sitting at my work desk was an unsurmountable task. Even thinking about nothing was just too much work for me. So, there were days when I found myself on the lounger watching movies I?ve seen 50 times before. All I could muster was a shower, a change of clothes, and meals. I?d like to think my days are getting better and better, but I still find myself randomly crawling into bed in the middle of the afternoon to gather my strength to finish the day.

The rates indirectly affect the costs of hundreds of trillions of dollars in loans that people pay when they get loans to go to school, purchase a car or buy a house.

Britain's Barclays was just one of numerous major banks reportedly under investigation for similar violations.

The U.S. Commodity Futures Trading Commission said Wednesday that the incidents occurred between 2005 and 2009 and sometimes took place daily. The $200 million civil penalty levied against Barclays as part of the settlement is the largest in the agency's history.

Barclays is also paying $160 million to the U.S. Justice Department and almost $93 million to British regulators.

The CFTC said Barclays senior management and multiple traders were involved in the matter and that they also coordinated with traders at other banks to make false submissions. The data was used in determining the London interbank offered rate ? known as LIBOR? and Euribor rates, which influence many other interest rates.

"Banks must not attempt to influence LIBOR or other indices based upon concerns about their reputation or the profitability of their trading positions," CFTC Chairman Gary Gensler said in a statement.

The LIBOR is an average rate set by banks each morning that measures how much they're going to charge each other for loans. That in turn affects the costs consumers pay for loans and investments.

Barclays also agreed to pay $160 million as part of an agreement with the fraud section of the Justice Department's criminal division on a related matter. The Justice Department said its related criminal investigation continues, and Barclays agreed to cooperate with that probe as part of its settlement.

Assistant Attorney General Lanny Breuer said that Barclays was the first bank to cooperate extensively with the investigation. Barclay's cooperation greatly helped the Justice Department in the probe, he said.

Britain's Financial Services Authority levied a fine of 59.5 million pounds ($92.7 million), the biggest fine ever imposed by the British regulator.

"Barclays' misconduct was serious, widespread and extended over a number of years," Tracey McDermott, acting director of enforcement and financial crime at the British agency, said in a statement. "The integrity of benchmark reference rates ... is of fundamental importance to both U.K. and international financial markets. Firms making submissions must not use those submissions as tools to promote their own interests."

Barclays President Bob Diamond also announced he and three senior bank executives were waiving any bonus for the year as a result of the case.

The other executives include Group Finance Director Chris Lucas, Chief Operating Officer Jerry del Missier and Chief Executive of Corporate and Investment Banking Rich Ricci.

NEW YORK (AP) ? A final steel beam was lifted Monday atop a new World Trade Center skyscraper ? the first expected to open at the site next year since the twin towers were decimated on 9/11.

With gospel superstar BeBe Winans offering a powerful rendition of "God Bless America," workers raised their hardhats in tribute as the mammoth beam rose slowly into the Manhattan sky, swaying from a steel rope hoisted by a crane.

A U.S. flag attached to the bottom of the beam fluttered above several hundred spectators at the topping-off ceremony.

"Ten years later, it's pretty remarkable," said a teary-eyed Sally Rexach, a nurse who aids workers constructing 4 World Trade Center.

She was at ground zero just after Sept. 11, 2001, supporting workers who combed through the smoking debris in search of human remains.

"This is a very proud moment; it's full circle," she said, glancing across the 16-acre site where the uncompleted One World Trade Center in the northwest corner is already New York's tallest structure.

In the southeast corner facing the 9/11 memorial, the 72-story tower that was topped off Monday is to open for business in the fall of 2013 ? the first occupied high-rise at the new trade center site since the Sept. 11 attacks.

The 1.8-million-square-foot skyscraper, designed by Pritzker Prize-winning architect Fumihiko Maki, will primarily house commercial offices. A third of the office space will be set aside for the headquarters of the Port Authority of New York and New Jersey, which owns the site.

An atrium will house shops and restaurants.

At the moment, it is the second tallest skyscraper on the rebuilt World Trade Center site after One World Trade Center, although two other towers eventually will surpass the height of 4 World Trade Center.

On Monday, more than 100 construction workers signed their names to the white-painted steel, with elected officials and developer Larry Silverstein looking on.

"Everybody's put their blood, sweat and tears into this," said John Rzeznik, a project manager at the site.

Minutes earlier, in the half-completed, marble-graced entrance, Winans opened the ceremony by singing "The Star Spangled Banner." Listening to it, some construction workers were moved to hold their hardhats over their hearts.

Silverstein told those assembled that his goal as a developer was "to give New Yorkers back the city terrorists tried to take away."

After years of funding and planning disagreements that at times threatened progress at the site, Silverstein acknowledged, "It's been a very tough time." But, he added, "I've always believed in downtown New York."

In his remarks, New York State Assembly Speaker Sheldon Silver remembered that certain naysayers had warned lower Manhattan "was dead" after the terror attack.

"But Larry, you were right," Silver said. "Never bet against New York."

Some workers wore yellow T-shirts bearing the words, "Yes we can."

President Obama Comments On College Affordability [FULL TEXT]

President Obama has commented publicly on college affordability, noting that college attendance has never been more important for US citizens, as those with a college degree earn twice as much on average as those without a high school diploma and have half the unemployment rate. The President clarified that he was talking about college in its broader sense, including community college and technical programs, and that the important thing was that people have access to something beyond high school.

The rub is that college affordability is at an all-time low point just as people need it most. Obama cited the statistic than an average student graduates with $26,000 debt from their student loans and that Americans as a group now owe more in student loans than they carry on their credit cards.

Obama also mentioned the Stafford loan debate currently ravaging Congress as they seek a way to fund an extension of the subsidized rate instead of allowing interest to double.

THE PRESIDENT: Thank you. (Applause.) Thank you, everybody. Thank you. Everybody have a seat. (Applause.) Well, it is good to see all of you.

AUDIENCE MEMBER: We love you!

THE PRESIDENT: I love you guys back. (Laughter.) I have to say, the ? I don?t know about the choice of music coming in here, though. (Laughter.) I love my Marine Band, but this is kind of a young demographic for the piano cocktail hour. (Laughter.)

So some of the most fun I?ve had as President is when I get a chance to talk with you, college students, about the importance of earning a higher education in today?s economy. And I?ll admit that the East Room isn?t as rowdy as Carmichael Arena at UNC, or ? we got any UNC folks here in the house? There we go. Coors Center at CU Boulder ? any ? no? Okay. (Laughter.) I have to say that most of you are much more dressed up than usually when I see you in your own natural habitats. (Laughter.)

But our message today is serious. Right now, the unemployment rate for Americans with a college degree or more is about half the national average. They earn twice as much as those who don?t have a high school diploma. So whether it?s at a four-year college, or a community college, or a technical program, some form of higher education, something beyond high school has never been more important. It?s the surest path to finding a good job, earning a good salary, making it into the middle class.

And at the same time, over the last two decades, the cost of college has doubled ? it?s actually more than doubled. And that means ? and I don?t have to tell you, because you?re probably tallying it up right now ? the cost for you to take out loans has increased, and you are more likely to rack up more debt. The average student who borrows to pay for college now graduates with about $26,000 of debt from their student loans. Americans as a whole now owe more on student loans than they do on their credit cards. And that is wrong, because we cannot afford to price the middle class and folks who aspire to go into the middle class, we can?t price them out of the college education market. We can?t stand by when millions of young people are already saddled with debt just as you?re starting off.

Your parents, your grandparents, oftentimes they were in a position where when they got that first job, the first thing they?re thinking about is, how do I save to buy a home and start a family. And if you?re already dealing with a big bunch of debt before you even get started, that?s a problem. And it?s mind-boggling that we?ve had this stalemate in Washington that threatens to make the situation even worse.

So the reason you?re all here, the reason all these fine-looking young people behind me are here is that in just over a week the interest rates on federal student loans are scheduled to double. I?ve been talking about this now for what ? a month and a half, two months, three months, five months ? I?ve lost track. (Laughter.) We?ve been talking about it for a long time. If Congress does not get this done in a week, the average student with federal student loans will rack up an additional $1,000 in debt over the coming year. If Congress fails to act, more than 7 million students will suddenly be hit with the equivalent of a $1,000 tax hike. And that?s not something that you can afford right now.

Now, as I said, if this warning sounds familiar, we?ve been talking about this for months. Congress has had the time to fix this for months. It?s part of the reason why everybody here looks impatient. (Laughter.) This issue didn?t come out of nowhere; it?s been looming for months. But we?ve been stuck watching Congress play chicken with another deadline. So we?re nine days away from thousands of American workers having to walk off their job because Congress hasn?t passed a transportation bill. We?re 10 days away from nearly 7.5 million students seeing their loan rates double because Congress hasn?t acted. This should be a no-brainer. It should not be difficult. It should?ve gotten done weeks ago.

Now, the good news is there are folks in Congress trying to do the right thing. Last month, Democrats in the Senate put forward a plan that would have kept these rates in place without adding a dime to the deficit. Unfortunately, Senate Republicans got together and blocked it. Over in the House, the Republicans said they?d keep these rates down only if we agreed to cut things like preventive health care for women, which obviously wouldn?t fix the problem, but would create a new problem.

This is ? even as they were voting in lockstep for an economic plan that would cut financial aid for nine million college students by an average of $1,000 and give a $150,000 tax cut to wealthy Americans. So I recognize that there?s been some effort to change the subject from this rate hike.

One Congressman warned that this is all about giving college students ?free college education? ? which doesn?t make much sense, because the definition of a loan is it?s not free ? (laughter) ? you have to pay it back. Others have said we?re just talking about student loans to distract from the economy. That doesn?t make much sense because this is the economy.

This is all about the economy. This is all about whether or not we are going to have the best-trained, best-educated workforce in the world. That improves our economy. And higher education cannot be a luxury reserved just for a privileged few. It?s an economic necessity for every family, and every family should be able to afford it.

So you guys, during this period when you?ve been in college have been some of the toughest economic times since the 1930s, and there are still a lot of challenges ahead globally. And we can?t control every economic headwind that we face, but this is something we can control. This is something we can do something about. Stopping student rates from doubling at the end of the month is something we can do right now to make a difference in the lives of all the American people.

There?s still 10 days for Congress to do the right thing. I understand that members of both parties say they want to get this done, and there are conversations taking place, but they haven?t done it yet. And we?ve got to keep the pressure on.

That?s where all of you come in. Over the past few months, there are so many students and parents who have been working hard to shine a light on this issue. You?ve rallied on campuses, in your communities. You?ve called, you?ve emailed, you?ve tweeted your representatives in Washington. So you?ve played your part in making sure your voice is heard and your democracy is responsive.

My main message is, as you guys embark on this day of action, I want to make sure you keep this going. Don?t stop until it?s actually done. There is nothing more powerful than millions of voices that are calling for change, and all of your voices can make a difference. So keep telling Congress to do what?s right, to get this done. Tell them now is not the time to double interest rates on your student loans. Tell them to double down on an investment in a strong and secure middle class ? and that means your education. Tell them now is the time to double down on an America where everybody who works hard has a fair shot at success.

Ecuador?s president considers bizarre asylum bid by WikiLeaks? Julian Assange

LONDON?Ecuador?s embassy in London said Saturday that ambassador Anna Alban was travelling to her country?s capital to brief President Rafael Correa on the bizarre request for political asylum made by Wikileaks chief Julian Assange.

Assange took refuge inside the embassy on Tuesday and remains camped out in an office there after his legal options ran out for avoiding extradition from Britain to Sweden, where he is wanted for questioning for alleged sex crimes.

Correa, Ecuador?s leftist president, has said his government is considering Assange?s request, but has not indicated when a decision will be made.

In a statement, the country?s embassy said Saturday that Alban had boarded a flight to Quito to personally brief Correa on the situation.

?While in Ecuador she will be holding a series of meetings with officials at the ministry of foreign affairs before meeting President Correa to personally brief him on Mr. Assange?s application for political asylum,? the statement said. ?She will also fully brief the president on her recent meeting with officials of the U.K. Government.?

Speaking Thursday from inside the embassy, Assange said he had made his bid for asylum because the ?Ecuadoreans were sympathetic in relation to my struggles.? He had previously interviewed Correa, with whom he shares skepticism toward the United States.

?Ecuador presently finds itself in a unique situation and it is important that those responsible making the final decision on Mr. Assange?s application are fully briefed on all aspects of the present,? the embassy said in its statement.

Assange has been fighting since 2010 to avoid extradition to Sweden, where he is wanted for questioning over alleged sexual assaults on two women. Assange denies the claims, and says the case against him is politically motivated.

Both he and supporters insist that if he was sent to Sweden he would then likely become the target of a U.S. request to extradite him there over allegations linked to his leaking of hundreds of thousands of secret U.S. documents via the secret-spilling WikiLeaks website.

U.S. soldier, Pfc. Bradley Manning, a 24-year-old from Crescent, Oklahoma, has been charged with aiding the enemy by passing the secret files to WikiLeaks and is awaiting trial.

A Virginia grand jury is studying evidence that might link Assange to Manning, but no action has yet been taken.

?We are hoping what I am doing now will draw attention to the underlying issues,? Assange told Australian Broadcasting Corp. radio in an interview Thursday.

Correa said his country would discuss the case with Britain, Sweden and the United States before reaching a final decision.

While inside the embassy, Assange remains outside the reach of British authorities ? but police are poised to arrest him the moment he steps foot outside the building.

Police said Assange will be arrested for breaching the terms of his bail, which included an overnight curfew at a registered address.

Assange?s lawyer Jennifer Robinson said Saturday that filmmaker Michael Moore has sent Assange a message of support, urging him not to despair.

Robinson posted an email sent by Moore, among supporters who offered money to meet Assange?s 200,000 pounds ($316,000) bail, to her Twitter account.

In the message, sent Wednesday, Moore told the WikiLeaks founder it was a crime ?that you even have to seek asylum, and I stand with you through this. Do not despair.?

Pandigital Handheld Wand Scanner (PanScn08)

The Pandigital Handheld Wand Scanner (PanScn08) ($109. 99 direct) has a lot in common with the Pandigital Portable Wand Scanner with Feeder Dock (PanScn09) ($119. 99 direct, 2. 5 stars) that I recently reviewed. It has also some important differences. The most obvious is that it doesn't include a dock, which adds size and weight along with a paper feed capability. If what you need is strictly a wand scanner, with an emphasis on portability, however, the PanScn08 is the more appropriate choice. (And note that it's available in several essentially identical versions, some of which add a pair of letters to the name, after the 08.)

At 1.4 by 10.4 by 1. 5 inches (HWD) and 0. 5 pounds, the PanScn08 isn't as small as the PlanOn DocuPen Xtreme X05 ($369. 99 direct 3. 5 stars) wand scanner, and it doesn't look as much like an actual wand. However, it works the same way, letting you scan by starting at the top of the page, and scanning down in a single sweep. Rollers on the bottom of the scanner make it easy to sweep down the page smoothly and evenly.

Another feature the PanScn08 shares with the DocuPen Xtreme X05, as well as with the PanScn09, is that it scans to memory rather than to a computer. Pandigital includes a 2GB microSD card to save the scanned files to. When you're ready to move them to a computer, you can use the supplied microSD adaptor to plug the card into your computer, or you can connect using the supplied USB cable, let the computer recognize the card in the scanner as USB memory, and copy the files.

Setup and Scanning
Wand scanners don't generally need a lot of setup. With the PanScn08 you only have to insert the microSD card and rechargeable battery, and let it charge for two hours. While you're waiting, you can optionally install NewSoft Presto! PageManager, a document management program, and the only application Pandigital includes with the scanner. The program is limited in many ways, but it includes an OCR module that will let you convert scanned documents to editable text or searchable PDF files.

Not so incidentally, the rechargeable battery is one of the other differences (besides the dock) between the PanScn08 and PanScn09, and it's the one difference in the PanScn08's favor. The only other important difference is that the PanScn09 includes a color display that lets you see a thumbnail of the scans, so you can rescan if there's something obviously wrong with the image. With the PanScn08, you have to wait until you get back to your computer and transfer the files, at which point you may not have the originals to rescan.

Scanning with the PanScn08 is easy. The scanner offers one button to toggle between color mode and grayscale, one for 300 ppi versus 600 ppi, and one for JPG versus PDF format. Simply choose your settings and scan. As with other wand scanners, I didn't have any trouble getting good scans from the beginning?at least, not at 300 ppi. It took a few tries at 600 ppi to learn to slow down to the right speed.

Scan Results
Given the one program the scanner comes with, the only two applications I could test it for were optical character recognition (OCR) and document management. It didn't score well on either, but only because of limitations in the software.

For OCR, the combination of the scanner and PageManager did reasonably well at recognizing text. However, the formatting was so far off the mark that I couldn't even determine what font sizes it managed to read without a mistake. Similarly, the document management score suffered from PageManager's limitations for converting files to searchable PDF format.

Pandigital doesn't include any photo editing software, but I scanned some photos to get a sense of the photo scan capability. Most of the scans qualified as roughly snapshot quality, which makes the scanner good enough for casual photo scanning, but not suitable for anything more demanding.

The Pandigital Handheld Wand Scanner (PanScn08) is potentially attractive for portable scanning, but is also severely limited by the software Pandigital includes. If it came with a more capable set of programs, as with the Editors' Choice Visioneer Mobility ($199. 99 direct, 4 stars), for example, it would be a much stronger contender. As it is, it earns a recommendation as being worth considering, but only if you already own the software you need or are willing to buy it elsewhere.

FACT CHECK: Romney's immigration promises

WASHINGTON (AP) ? President Barack Obama flatly blamed Republicans on Friday for failing to support immigration reforms in the last few years.

But Obama didn't tell the whole story in his speech to the National Association of Latino Elected and Appointed Officials. His own Democratic colleagues had a hand in defeating one immigration bill two years ago.

A day earlier, presumptive GOP presidential nominee Mitt Romney promised in a speech to the same group that he would ease the path to a green card, fix a complicated and cumbersome system to let farm workers into the United States and finish a high-tech fence along the Mexican border. He was glossing over how difficult some of those changes could be. Some already have been tried, with little or no success.

Here's a closer look at Obama's statement, Romney's assertions and how they match up with the facts:

OBAMA: "We should have passed the DREAM Act a long time ago. It was written by members of both parties. When it came up for a vote a year and a half ago, Republicans in Congress blocked it. The bill hadn't changed. The need hadn't changed. The only thing that had changed was politics."

THE FACTS: Five Senate Democrats voted against sending the DREAM Act to the Senate floor for full consideration. The bill would have created a path to citizenship for many young illegal immigrants brought to the United States as children. Last week, Obama announced plans to stop deporting illegal immigrants who would have qualified for the DREAM Act. The policy change does not include a path to citizenship.

ROMNEY: "As president, I'd reallocate green cards to those seeking to keep their families under one roof. And we will exempt from caps the spouses and minor children of legal permanent residents. And we will eliminate other forms of bureaucratic red tape that keep families from being together." He added: "And if you get an advanced degree here, we want you to stay here. So I'd staple a green card to the diploma of someone who gets an advanced degree in America."

THE FACTS: It's unclear whether Romney would have the authority if elected president to change the way green cards are issued, or whether he would need help from Congress. It is Congress that sets the annual limits for visas for foreigners who have advanced degrees in certain fields of science, math and other professions. Lately, Republicans and groups representing U.S. workers have blocked legislative attempts to increase those limits.

Advocates for immigration reform have long argued that the president can use executive powers to relax or change various immigration regulations. President Barack Obama has done that twice in the last year. First, he allowed prosecutors discretion to focus deportation of illegal immigrants on those with a criminal record or who otherwise pose a threat. Last week, he announced plans to stop deporting many young illegal immigrants brought to the United States as children who have not committed a crime in the U.S. and to grant them work permits.

Republicans have argued that Obama stretched his authority, but Romney seems to be suggesting he, too, could act alone to make broad changes.

And Romney's proposal for keeping educated foreigners in the U.S. isn't original. Obama, in a May 2011 immigration proposal, called for "encouraging foreign students to stay in the U.S. and contribute to our economy by stapling a green card to the diplomas" of those with advanced science, technology, engineering and math degrees.

ROMNEY: "I will work with states and employers to update our temporary worker visa program so that it meets our economic needs."

THE FACTS: Temporary and seasonal workers are considered a necessity for the U.S. agriculture industry, but importing legal workers has proved difficult. The Labor Department's visa program for temporary seasonal workers has long been viewed as costly, cumbersome and inefficient.

Several attempts to overhaul it that included a path to legalization for the workers have been blocked in Congress. Republicans have repeatedly said that any immigration bill offering a path to legalization would not win their support.

ROMNEY: "We should field enough Border Patrol agents, complete a high-tech fence and implement an improved exit verification system."

THE FACTS: Romney's plans don't take notice of what's already been done, including record-high staffing levels along the border and the failure of a Bush-era virtual fence plan.

The Border Patrol has more than 18,500 agents working on the southern border. In the year budget ending last September, agents apprehended about 340,000 illegal immigrants, the fewest in nearly 40 years ? an average of 18 apprehensions per agent. The decrease in apprehensions has been linked to a weak economy producing fewer jobs in the U.S. and to more law enforcement agents and technology being deployed along the border.

Under the Bush administration, the government built hundreds of miles of fencing along the Mexican border. A planned virtual fence was also started, but then scrapped by the Obama administration in 2010 after the project was deemed a failure. About 53 miles of virtual fencing is in place, at a cost of about $1 billion.

An exit verification system has been sought since after the Sept. 11, 2001, terrorist attacks, but efforts to build one have been repeatedly stymied, most often because of the projected costs. Earlier this year, John Cohen, deputy counterterrorism coordinator for the Homeland Security Department, told a congressional panel that the agency was finalizing plans for a biometric data system to track who leaves the country and when. He didn't give details.
